Tom Finnegan brings together the expertise of a veteran federal prosecutor, the judgment and practical perspectives of a senior global business lawyer, the discipline of a trial lawyer, and the financial fluency of a CPA. He uses that experience to help clients facing high-stakes matters to understand risk early, respond strategically, avoid unnecessary escalation where possible, and best position themselves to negotiate a favorable resolution or trial outcome.
Before founding the Law Office of Thomas M. Finnegan PLLC, Tom was a partner at PricewaterhouseCoopers LLP (PwC), one of the Big Four accounting firms, where he served as Deputy Global General Counsel. In that role, he created and led the Litigation and Investigations Group, a global team that defended and advised PwC network firms, executives, employees, and clients in high-stakes claims and investigations involving securities and banking laws, professional liability and ethics, corruption, money laundering and other white-collar crime issues, mergers and acquisitions, privacy, and intellectual property matters.
Before joining PwC, Tom served as a federal prosecutor in the U.S. Attorney’s Office for the Southern District of New York. He was appointed Deputy Chief of the Criminal Division and served as a member of the Securities and Commodities Fraud Task Force. Among other honors, he received the Department of Justice Director’s Award for Superior Performance from the U.S. Attorney General.
Prior to government service, Tom was a litigation associate at the prestigious law firm of Cravath, Swaine & Moore, where he worked on matters defending IBM, GE Capital and Polaroid, including a takeover defense trial in Delaware Chancery Court, as well as representing the FDIC in claims arising from the Savings & Loan banking crisis. Immediately after law school, he clerked for the Honorable Thomas A. Flannery of the U.S. District Court for the District of Columbia. Before law school, Tom worked as an auditor and computer processing specialist at KPMG.
